TLDR:
Windows 11 v24H2 and beyond will have Recall installed on every system. Attempting to remove Recall will now break some file explorer features such as tabs.

I had to kill nautilus a few times back in the day and nothing but the background remained until I restarted nautilus. But ymmv
But but muh Linux is better.
Though to be fair, Linux has had some great developments!
