What UPS does to cookies
Double boxed, surrounded by air pouches and held firm with layers of wax paper. How bad do you have to treat a package to get this level of destruction?

Even for the most gentle shipment service, this doesn't look like enough packaging.
Most of the packaging was removed to take the picture.
I'd the outer boxes weren't damaged then it's a packing issue.
OP says its double boxed.
Not sure how putting it in a second box would fix it.
Looks like the cookies were just put in there all together
The original sender failed the school egg drop experiment.
It is the padding inside the box, around the cookies themselves, that’s the problem.
