Even if that were true, which it isn't, Japan isn't a party to the ruling. They can choose to donate their own money (or not) however they want.

Japan isn't a party to the ruling but it is a signatory to the genocide convention as are the other countries that have withheld funding so they have an obligation not to make the situation worse.
