I am a certified Linux user with over 20 years of experience.

Please run the following command in a terminal:

sudo dnf install apt

And then try the instructions above. Let me know if this fixes your issue

Ah you seem to be missing dnf. No worries! Just do pacman -S dnf

Then you can run

dnf install apt
