$150 Bounty: Fix Linux Idle Detection in BOINC (C++)

Open to all countries, payment via PayPal or DAI.

BOINC does not correctly detect the "idle" state of Linux machines under some conditions. This bounty will be paid out to the first person who solves this with a patch that is integrated into the BOINC Github repo/accepted by the BOINC devs.
