I really like this idea. But I'm not sure that a QR code to a 900 page document is going to get a lot of people interested. Especially those who are still disengaged enough to have their vote influenced by a sticker.

Maybe one with a colorful graphic/ one page summary of the project's most damning proposals followed by the rest of the document would be more effective.
