Well if I didn't understand that I'd not be on this instance now. Given how previous Bethesda games have worked you'll get basic mods like texture replacers and the like for the first few days/weeks until modders figure out some of the differences between FO4's plugins and archives and Starfields then you'll see some more substantial but still basic mods using tools like xEdit until Bethesda releases the creation kit a few months down the line and people can make larger more substantial mods like you see for Skyrim.
