Apparently, since 1959, the arrangement must entail "nine rows of stars staggered horizontally and eleven rows of stars staggered vertically."

Those are just executive orders, the flag code itself (which is a law) is a little vague.

Because getting congress to change a law after a new state is added gets a little annoying.

how often are you adding new states?

alaska and hawaii were added in 1959. From 1787 to 1959, a new state was added to the union every 3.44 years. So it used to happen pretty often, actually.

Does staggered mean it has to be evenly staggered?
