Not sure if it's a rhetorical question, but I'll answer anyway.

That's often when it is most useful. It alerts people that it may be an unknown, new, or fringe source. You don't see them often because the bot helps people report remove them quickly.

Yes, but it would be better to note the domain age, the estimated hit count, and/or inbound link quantity instead of an error message.

That would help people notice the difference between Yahoo.com and MyConservativeBlog.com

Thanks! Basically the term you’re looking for is related to “domain authority”, and there are several metrics that go into calculating it.
