What Israel and its supporters accuse Palestinians of inciting, Israeli officials are openly declaring, and the Israeli army is prosecuting.
They've been doing this definition thing for a long time, I personally think their accusations of Anti-Semetism based on this twisted definition had a large influence on the last UK elections, which has led to both major parties being pro-Israel now.
They use the term to bully politicians on whom lobby honey money didn't work. This is the stick element of the play.
Antisemitism that word means today as much as ufo.
