Not if they "win".

If they're successful on a large enough scale, nobody will hold them accountable. That's the big problem.

Cheating almost always gets caught and punished. But in this case, if they cheat so hard that all of their cronies are put into position - then they win, and they won't ever be punished. This doesn't serve to make them LESS bold, it only serves to make them MORE bold. Because half-assing it this time leads to punishment.
