If 1.3 million Palestinians from the southern Gaza city are forced into tent camps along the sea ahead of a military offensive, Israel will be closer to its goal of expelling strip's population to Egypt by land and other countries by boat

“The minimal aid we committed to is an important condition for the continuation of the war because if there is a large humanitarian collapse, we can’t continue the war,”

So if there's a slow humanitarian collapse, things are all right... such logic.
