Courts often take the most narrow view possible to answer the question. This is an example of that. As a note, AMD 7000 series GPU for AV1 encode, the encoder is flawed and can only produce factors of 64x16 pixels, as well as a special 1920x1082 ratio. If your have a lot of 1080p content, it will be recorded with two lines of black pixels on the left and right, and then set to crop it out on video playback.

Just something to keep in mind if you go with that series of GPUs.

The world itself is anarchistic. Each counties has its rules but international politics have no governing body (the UN doesn't really rule over every state, just serve to mediate discussion). The country with the biggest stick would probably be the US, but they haven't conquered Canada or Mexico, let alone everyone else. Other players like Russia or China have influence too.

While the US does have a lot of soft power in influencing nations, they certainly aren't making the rules for other countries and puppeting them.

I love trying to incorporate different constructions I find in the Yale Grammatical Diversity Program. Currently working on "for to" constructions. My goal is just to understand how people perceive language, and this is a great resource. It isn't a collection of "wrong" ways to say things, just how a minority of people say things.
