It depends. Some dogs suffer from mental illnesses and can't really be trained out of it.

Bark collars are mean I guess, maybe, but so is depriving an entire neighborhood of peace and rest. At that point the bark collar is much lesser of two evils. There’s zero excuse to allow a dog to bark all day and night in a residential area.

Some dogs don't even respond to collars! But yeah, my neighbor's dog barks for hours at a time and it wakes me up sometimes. I just don't know what they should be expected to do other than closing the windows.

sure, but that's not tremendously relevant as that's only a tiny subsection of dogs.
Most dogs are perfectly mentally healthy (aside from the abuse they're subjected to by lack of training by the owner) and bringing up mentall illness just looks like you're trying to make an excuse which is kind of gross frankly.

Train your fucking dogs.
