I know they make it sound all scientific, but here is the 18+ ELI5:
They're going to make a porno by buttfucking the ionosphere with lots of electric buttplugs to make it glow all happy and shit.
Then a bunch of science pervs are going to study that porno, to learn how nature can make the ionosphere glow happy and shit, without the use of toys.

Edit: lots of prudes and luddites. My ELI5 is actually pretty spot on, well, at least if you actually read the HAARP study methods and objectives, and understand what a joke is.
