Democrats should be turning the GOP into a laughing stock with this situation. Making some innuendo jokes about "like father like son" to imply that Joe is hung like a horse, or make some jokes implying MTG isn't getting any at home, so she's lusting after some Democratic sausage. Basically make it very humiliating for Republicans to continue to push this issue.
Unfortunately, as usual, I just don't see them doing it. There might some jokes being made online, but Democrats as a party don't seem to really be attacking the GOP on this with dirty, underhanded attacks.
Effectiveness of this suggestion hinges on Rs having shame and/or decency. It's almost prerequisite to not have such a thing to get voted in.
Republicans only represent 1/3 of the public. If 2/3rds of the public is laughing at them, that's more than good enough.

War propaganda the world over characterizes a nation's enemy as some bumbling idiot. Hogan's Heroes, the TV show, did a great job at portraying the very serious issue of Nazis and made them look like a joke. Democrats are so bad at marketing and going after their opponents though that they'll never do anything.
