Use Krita if you want an app, it's free and open source , and I consider it the gold standard for digital art.
Also, art is about fundamentals, the media doesn't really matter that much. If you just want to learn art, a sketchbook and a pencil set since that's super cheap, learn perspective/contrast, then just start practicing.
