The accuracy of this thing is impressive.

I'm actually surprised that they didn't whack it with a visually-guided drone. It looks like it's pretty close to the front, and it'll be even more accurate.

Maybe there are a lot of air defenses or they were worried about people getting away from it. Or they wanted a larger payload to render the structure unusable.

How likely would it be for someone to survive that? It looks like a direct hit, but I don't know what the observation tower is made from.

I guess they could refrain from putting a human in the thing and instead just have a camera up there.
