Sounds like a scandal is brewing.

He is a fool, pushed for a referendum and it failed miserably. He is seen as a staunch supporter of whatever is in vogue, quick mouth to highlight what the people want and get headlines from it only to get nothing done.

Very unpopular and likely to lose his election so he can play this card instead now.

What was the referendum about?

It was actually an issue that the topics were not well worded explained or canvassed but essentially changing wording about what constitutes a relationship and the state's responsibility for care of a citizen.

Could it have anything to do with the Kenova Report? (Serious question, I'm not that firm on Irish politics, it's just close in time)

Has the Kenova report reflected on the government of the Irish Republic? From what I’ve read it’s mainly made the IRA and the UK/NI government look bad.

For now yes, but it's only an interim report that has been published. The final report will be published later this year.

All of that was long before Leo's time.

Apparently he's always said he would leave politics before 50. He sounded like he didn't feel like he was the best candidate to lead their party into the next election (where they will likely be slaughtered) but it's some time away yet.
