I’m guessing this is really an issue of insurance companies not wanting to pay for criminal activity, hence why it’s more difficult to pursue the malpractice route.
The victims were pursuing the correct path- civil suit against the physician and hospitals directly. Stupid that they had no recourse to sue for damages because of a poorly written law (since corrected) and a poor interpretation of that law. So frustrating to fight the system.
