Ships are pretty easy to move as long as they're mostly floating. Probably only took 1-2
Does this really shock anyone or truly cause alarm? No one is going to fire a shot, not unless they want to start a war, and responding back with "grave concern" or anything just gives them what they want to hear and to stoke fears even more.
The best response should be none at all and keep doing the things you're doing such as the talks, the summits, etc.
