Ah that sucks to hear! I always thought Seoul was more progressive than the rest of the country, but that's probably just marketing.

Daegu's conservative Mayor Hong Joon-pyo supported the motion for an injunction, which sought to ban the festival over claims large numbers of people on the streets would restrict local businesses.

Too many people buying stuff is bad for local businesses. Sounds like this Mayor is 'restricting local busniess'.
