And because your Reddit account can be permabanned at any time by Reddit's Anti-Evil Operations bot with a modest amount of reporting from a number of sockpuppet accounts, you're not able to tell these people to fuck off and go to hell when they inevitably ask why you're discriminating against them and their sickening photos.
You have to maintain a veneer of pleasantness for even the most vile photos and the most abusive Redditors because those are the people that can and will get you banned in retaliation.

You should have a look at the next instances on the list. Short story: lemm.ee, sh.itjust.works, lemmy.one, sopuli.xyz and reddthat.com are solid choices.
You are looking at instances with quite a lot of people (the more people help with filling your "All" feed), just not the most populous one (lemmy.world), the original one (lemmy.ml), and instances that are too specific, either due to country or specific focus.

Limit instances to 2000 users. Rely on donations. Once the software will be mature enough, we will know exactly how much it costs per users. Users can even pay for others (I wouldn't mind cover the costs for users I would know who could not afford it).

It's a good reminder that other large instances (lemm.ee, sh.itjust.works, reddthat.com, sopuli.xyz) usually offer higher uptime while showing the same content as LW
Migration goes beyond sheer numbers. The 3.8k users are probably the one that were the most attached to initial Reddit, hence people who would contribute the more. I would rather be with those 3.8k users than the millions of people okay with staying on Reddit despite Spez's decisions.
I hope that once Lemmy is a bit more polished (instance blocking, account migration, hot filtering working etc.), we will gradually see a second wave of arrivals.
