He is an android with a positronic network, that has displayed on numerous occasions the capacity to feel. The linked video is one example.

If you don't know any further context you'd think the other person is an unemotional robot, which works for the meme.

and they've weaponized memes and 'jokes' and 'it's just a gag' to spread fascism and misogyny. so it's not just a meme or a joke, it's a subtle attempt to move the window of people accepting those shitty things. they think they're clever.
