A German politician from the centre-left Green party gave the Hitler salute when she was pulled over by the police for an alcohol test. [...] Jutta Boden was found to be driving under the influence and had 1.34 permille of alcohol in her blood. The woman has since resigned.
Boden was a district councilor of Charlottenburg-Wilmersdorf, a well-known district in Berlin.

this is now international news because she's member of the Green party (who are held to a higher standard) and was dumb enough to use the Hitler salute to protest being arrested

Nobody should ever drink and drive or do the Hitler salute. And any politician of any party who does something like that should resign immediately. Whether politicians of certain other parties would actually resign, is another question though. Mr "I'm the friendly face of national socialism" is still in the Bundestag at least.

Nah, she's white. I've seen cops get guns pulled on them by white people and they still try to deescalate rather than shoot a cishet white adult.

I don't condone what she did. She deserves ostracization, a penalty according to the law, and losing her career in politics.
She did resign immediately.
I just think this doesn't have international relevance.
In any case, it doesn't detract from the credibility of the Green party.

How many of these "district councilor" roles are there? Like is it 100 ppm (politicians per million) or 1?

The district has 341,155 inhabitants, its council 55 members. That's roughly 160 ppm.
