Not sure why he wouldn't, he's just going to ramble over Biden and gish gallop incoherently, while Biden's just going to "come on man" his way through.

I read elsewhere that one of Biden’s terms was that mics are off except when one person is allotted time to speak.
That would help; I hope there's no audience as well.
That's also part of the conditions Biden put forth. It's not related at all to the normal debate group that failed to moderate 2020 either.
