Imagine Japan being like, "yeah, China is doing stuff we disagree with in disputed territory, but people are really focused on Israel/Palestine and Russia/Ukraine... let's just leave China alone out there, public's not paying attention anyway."
People struggle with it, and the media won't cover as many things that are this similar in the same way.
Governments weren't going to do anything about any of it anyway. It's people who cause outcry.
