Probably because that's an blindingly obvious Chinese knockoff of Boston Dynamics' Spot. BD doesn't want to sell weapons but the USMC still wanted to try out their ideas so they found a company with fewer ethics.

At first I was going to say I was surprised there were still any functional LAW's in inventory, but then I remembered we were talking about the Corps.

Those things were probably army stock that got handed down to the national guard, then donated to the ANA, later recovered from ISIS, sat in the bottom of a ship for a couple years, then issued to the Marines.
