Too bad it's rounded to one digit, it's so hard to find more detailed data about that period.

Technically, if lightning killed a cow in that year, and someone ate that cow, then the consumption should be greater than zero.

Technically, if I wore a condom that night in 1996, you shouldn't exist - but, hey, life has a way of surprising us.

I mean, action potentials are life. Every living cell is consuming/producing electricity constantly. Lightning not required: every time you eat or drink anything that contributes to a charge gradient (which is literally every time you eat or drink anything) you're consuming electricity.
