I took it to mean they are withholding insulin from anyone that doesn’t have Russian citizenship. Price or no price.
The article does say free insulin paid by the government. We have that in my country (Brazil), even for foreigners, but my first thought was that in the USA not even citizens get that.
An official document has already been issued [by the Russia-appointed administration] that medicines purchased from the Russian state budget will not be issued to foreign citizens, that is, citizens of Ukraine.

For context: A Type 1 diabetic, the type that requires insulin to survive, will live for, about a week or so, tops, without any insulin. And that week is going to be torture as diabetic ketoacidosis sets in and the body literally starts trying to eat itself to stay alive, while the person becomes dehydrated from the constant pissing and never-ending thirst, and their blood turns into basically, syrup.
All medicine free or not and randomly kidnapping kids. You have to go down some wild conspiracy rabbit holes to compare it to the US. fuck russia
What do you mean with that? Nothing can be compared to the USA? Is USA perfect then? Brazil has universal free healthcare too. It doesn't mean Brazil is better than the USA in every possible aspect. Don't be afraid of comparisons.

My first thought was that maybe Russia was experiencing shortages due to the deteriorating economic situation in Russia but, reading the article, this feels more like a petty bureaucrat that's upset that the occupied people of Ukraine are not cooperating as well as he wishes, so he makes passive-aggressive "punishments" of the people. This may ultimately be good for the war effort, leading to more behind-the-lines resistance movements.

Ukraine has the right to defend it's sovereignty. They have made it abundantly clear that their goal is restoration of it's sovereign borders. No Russian territories will be taken. So yes, I feel very confident in allowing Ukraine unrestricted weapon access. As retaliation against NATO. Putin is more than welcome too. NATO will wipe the floor
