Another approach would've been to just create another community for instance specific discussion and change the rules of c/lemmy.world

Use dictates rules. This is why the blackout happened. Arbitrarily enforcing obscure initial intent that has never been enforced, and does not reflect use is counterproductive nonsense and anti community. Make a new sub that suits the old purpose.

No. Use dictates the direction of the community, not mods. Mods should be invisible and enforce the direction the community decides. A visible mod is a bad mod in every instance.

In most instances (like beehaw) it's really just because lack of good moderation tools at the moment is making it difficult for them to handle a large influx of users and it's intended to be temporary.
Personally, I think defederating is overkill, but I'm not an admin and I empathize with the difficulty I'm sure they're facing with such a rapid scale up. The best way for most people to help this situation is to just do a good job of properly upvoting & (if enabled) downvoting content to help naturally sort content, and help report when you see people acting against the rules of a community to help it's mods.
People who are technically savvy could especially help by participating in the development of FOSS Lemmy mod tools.
This specific forum is for discussing issues about the instance. It's not an "all topics" forum. There are lots of others for other topics!

There are a couple Reddit centric communities out there, and since this community is supposed to be more about the lemmy.world instance in particular Reddit doesn’t really fit. I think that’s what they’re trying to do.
As I just replied to another comment, I saw the last message that it didn't apply, but when it has 300+ replies already, locking it just seems a little heavy handed.

I don't know. I didn't post it, I didn't lock it, I was just looking through the mod logs and you have a large thread just locked, which is the topic of this thread. I see the mod left a message about it being in the wrong place, but as I said to someone else who replied to me, it just seems a little heavy handed, especially this early in the game to be locking posts with that many replies. That's my opinion on this.
I mean, they posted an announcement and stickied it to explain why. They also have rules posted in the sidebar. I guess they could also add a copy and pasted comment to each closed thread but is it really necessary?
Not accusing you of this, but there might be confusion between the instance lemmy.world and the self-titled lemmy.world community. This is about moderation in the lemmy.world community, which is meant to discuss the instance; not moderation of the instance as a whole.
Maybe they need to rethink some names. Here is the thread in the mod log I am seeing that was locked. Looks like a mod locked it and put in a last

That would be better for general posts than posting on the community about the lemmy.world instance, but aren't new users (that mostly come from Reddit) not already used to subreddits? It should not be too hard to figure out how to post in the right community. If not, then maybe we need to help them with finding communities? Here on lemmy.world they should just be able to use the search option.
