I can see that. However if I'm doing this meme (which of course is impossible because I'm bad at drawing) I'd have exaggerated the rich guy's statement to be simply false. Like "Careful mate this guy may kill you for the cookie!". This is because propaganda can sometime be straight out lies. On the other hand, the statement in OP can be correct, and is probably so in this particular picture due to the depiction of how the guy on the left is sad that he has no cookies.
