I am looking at the product, reading the name on the box, and I still do not know what this is. Some kind of tape?

It's a tape that has strong adhesive and a felt-like backer that you would tape over a blister or chafed spot in a boot or shoe. The adhesive is sweat proof, and the felt backer both pads the sore area and also prevents further sliding and rubbing that leads to chafing and more blisters.

In a pinch, you can also use it to patch worn-through insoles.

Ok, but for real is it any good? I bought some cheap stuff for my hiking first aid kit and it doesn't stick worth a damn.

Moleskin should work. Also wear dress socks under your regular socks. You'll get fewer blisters.

This is the first I'm hearing about double socking needing to be dress socks, are you sure that's a thing?

Not really, but because dress socks tend to be thinner, they won't feel as bad as two regular socks in one boot.

Yeah, I learned it from guys in the army. It's because dress socks reduce friction, and the normal socks absorb sweat.

Why doesn't the army just make blister-preventing socks?

That really sounds like some amazing government invention that gets everywhere. Like accelerometers. Or Tang.

Nah a lot of times government inventions get sold under license. Gov invents it and private industry perfects it. Within 5 years you'd have Darn Tough blisterproof socks and gov gets a fraction of every sale. It's how NASA has the best ROI in the government.
