Worst case in the scenario as presented is you just don't do anything for four years.
Worst case scenario is he comes to power with more dedicated goons as his cabinet and they just do what they want while the already captured courts find new ways to delay and avoid cases so that he never faces any functional check on them. The System is not self-actuating and is already near the breaking point.
