Kind of similar in the unpleasant aspect but I'd say someone who doesn't know when to stop and take things seriously.
I think of someone describing weird movies like Evil Bong or Pink Flamingos. Not much out there can get less serious.

I recently called someone on here unserious for citing Aaron Mate of the Grayzone. So basically I think immediately of war crimes denying, authoritarian blowing tankies.
The person using it desperately wants to be seen as serious and/or jacks off to PMC aesthetics
Somebody whose job or context prevents them from saying what they really think (something along the lines of "that person is a fucking moron")

Though to be fair I don't know if the age brackets of using that phrase quite line up with the one of this platforms userbase, so I think it tracks
