Even if they were telling the truth, which they weren't, that still meant that they were emitting PFAS. Multiply that by all the factories on Earth that emit them even if all of them cut their emissions by that much and it's still too much PFAS.

Add on that they knew the kinds of tests the state would run which didn't capture all PFAS so they didn't need to take action on everything.
