It's plasma panel

Can you tell me how did you set up it?

If you mean the bottom one, I

Added an empty panel
Added the Icons only Task Manager widget to it
Dragged my chosen programs to it from the menu
Went into edit mode
Dragged the minimum size handles to match the icons, leaving the maximum size handles as they were
Centred the panel
