Plot twist: Gordon doesn't actually need the bat signal to contact him. It's there to drive fear to street criminals when they see the sign and think that the Bat is heading their way.

Also Gordon prefers talking to the man dressed like a bat on the rooftop rather than in his small office.

I thought The Batman showed that of really well actually, with the rober, vandals and similar in the beginning.

In Gotham? it's always cloudy, and night time 95% of the time

2 helicopters holding up a bedsheet in the sky, and Gordon just shines the bat light on that.

Wayne Enterprises maintains a cloud machine so their spoiled, good-for-nothing, CEO can always see at least 1 cloud when he looks out the windows of his manner house. Batman should really do something about that guy.

The commissioner and his friend snoop take some huge rips and make their own clouds of gange that billow out into the sky. The commissioner forgets what all the fuss is about when batman turns up

He just stands on the roof and yells.

Superman hears the yelling and send a text to Diana.

Diana writes a letter and gives it to Flash.

Flash starts breaking the speed limit.

Batman trips Flash,who then gives Batman the letter.

Really it's actually much faster then the batsignal, and Bruce Wayne has promised to pay for Superman's phone bill.
