Get away with it? No, no that's not good enough. They must be REWARDED FOR IT. Just getting off isn't enough. Need to get a nice long paid vacation afterwards. Maybe early retirement for PTSD. Killing someone stresses you out man.

They also killed a civilian in this incident

Police aren't military. They're civilians too.

They are not regular civilians, they are public servants and act on behalf of the government. If they want to give up qualified immunity and other special protections that normal citizens don't have, then we can revisit this definition.

Similar to how FBI or IRS agents are not the same as regular citizens but also aren't members of any military branch.

If they want to use military terms they should be subject to UCMJ.

I mean, I've heard this terminology in this context before (e.g. "civilian review boards"), but I absolutely agree with your first sentence
