Unfortunately the witnesses ALSO want to make social demands of you when they see you doing nothing to save those people, so there's no winning here

You're not going far enough. Those tracks are embedded in the road surface, there is nothing physically holding them in place. Kick them in the ribs and tell them to get the fuck up and stop interrupting the tram service.

also, why do u care so much for their co2 emissions if life has only "emotional" importance to u?
